Relax. It might be fine. Clean it up and fresh lubricant on the obvious parts. That's really going to tell the story. There's commonly a set screw on the bottom half that can be tightened to lock it so it doesn't turn, or less firmly tightened will create some degree of drag. Check for this so you're not thinking it doesn't spin as easily as you might want, when it's just the drag adjustment.
Worst case, put it back up for sale and recoup your money.
